New regional land-use bylaw takes effect Jan. 1 in Wood Buffalo
FORT McMURRAY — A new land-use bylaw for the Regional Municipality of Wood Buffalo will take effect on Jan. 1, 2026, replacing the current framework that guides development across the region.
The bylaw, approved by council in March, was developed after years of public engagement and is intended to be easier to use while supporting economic growth and responsible development.
The Land Use Bylaw divides the region into districts, outlines what can be built and where, sets standards for building size and height, and governs rezoning and development permits. Updates in the new version include simplified language, clearer graphics and revised definitions.
The municipality says the bylaw responds to community needs by expanding options for secondary suites to include basement, loft, garden, attached and detached garage suites. It will also allow larger accessory buildings, such as sheds and garages, in urban and residential areas.
New land-use districts have been introduced for rural communities, including a residential district designed to address housing needs in Fort Chipewyan.
To support safety and resilience, FireSmart landscaping will be mandatory for new commercial, industrial, institutional and multi-unit residential developments. Developments in flood-prone areas will face stronger safety requirements.
Industrial zoning will be reorganized into light, medium and heavy districts to provide more certainty for investors. Accessibility standards are also being updated, including new requirements for seniors’ parking in commercial developments in the Urban Service Area.
Developers and builders are being encouraged to review the bylaw ahead of the 2026 construction season. Until Jan. 1, development permits will continue to be processed under the existing land-use bylaw.
